Summary:This thesis is a comprehensive history of the U.S. Office of the Federal Inspector for the Alaska Natural Gas Transportation System, the events leading up to the Office's establishment, and the System itself. (This office, established in 1979, reduced to limited staff between 1985 and 1992, and abolished in 1992, was the precursor to the Office of the Federal Coordinator established in 2004.) The author describes administrative history of inspector general positions starting in early U.S. history and of this particular position. Most events that he relates date from 1968 with the discovery of oil on the Alaska North Slope to the year 1996. He describes the Trans-Alaska Pipeline System, Alaska Natural Gas Transportation Act, presidential and congressional sponsorship for the Alaska Natural Gas Transportation System, Northern Border Pipeline Company (building the Eastern Leg), Pacific Gas Transmission Company (building the Western Leg), and issues with Canada. The author highlights John T. Rhett, Jr., the first Federal Inspector, and concludes with the events leading to the shutdown of the Office.
