Fluor, an engineering and construction company, is preparing a cost estimate for the project in order to clarify the economic viability of the project. The board has outlined several underlying assumptions of its strategic plan through 2021 and a timeline for AGDC, a state corporation, to get out as lead sponsor, a move that is being advocated by Governor Dunleavy. Various amounts of money have been spent by the state legislature towards the effort to promote the project.
