Summary:Michael Bayer, barely a year in his position as Federal Inspector, writes to Alaska Senator Stevens to recommend disbanding his office. His reasons include: 1) natural gas reserves in Canada have been found to meet U.S. needs in greater amount than predicted at the time of enactment of the Alaska Natural Gas Transportation Act of 1976; 2) markets will not support the Alaska Natural Gas Transportation System (ANGTS), which faces competition from other projects, and 3) special status of ANGTS is a governmental intrusion in the marketplace.
