Summary:This report provides a brief history and review of the proposed Alaska Natural Gas Transportation System. It also discusses five main issues and presents recommendations. (It does not cover technical aspects of construction as alluded to in the title.) Bayer believes the reasons for the special status of the Alaska Natural Gas Transportation System (ANGTS) are, in hindsight, incorrect. The recommendations include repealing ANGTA, terminating agreements with Canada, and shutting down the Office of the Federal Inspector.
