The letter from Burney lodges Canada's objection to U.S. Department of Energy's recent decision to approve the export of North Slope natural gas to Pacific Rim countries by Yukon Pacific Pipeline Corporation. Burney believes the DOE decision threatens to erode gas reserves that provide the foundation for the 1977 agreement between Canada and the U.S., and would jeopardize the commercial viability of the Alaska Natural Gas Transportation System (ANGTS). He cites the Alaska Natural Gas Transportation Act of 1976 which was intended to address American dependency on insecure offshore oil supplies. He cites the U.S. Department of Energy's Order 350 ("Order granting authorization to export liquefied natural gas from Alaska") which defines U.S. federal commitment to ANGTS.
