H.C. Heinze, President of ARCO Alaska, Inc., and G.N. Nelson, President of Sohio Alaska Petroleum Company, sent this letter to C.V. Chatterton, Chairman of Alaska Oil and Gas Conservation Commission (AOGCC), to request that AOGCC approve the Prudhoe Bay Miscible Gas Project as a qualified tertiary project. This is a proposed miscible fluid displacement project for enhanced oil recovery that would inject miscible hydrocarbon gas into the Sadlerochit Reservoir, a Permo-Triassic sandstone formation. The Governor had designated AOGCC as the jurisdictional agency responsible for approving tertiary recovery projects located on non-federal lands in Alaska for purposes of the Crude Oil Windfall Profit Tax Act of 1980. The two documents accompanying this letter were: Prudhoe Bay Miscible Gas Project, application for approval as a qualified tertiary recovery project for purposes of the Crude Oil Windfall Profit Tax Act of 1980, and, Prudhoe Bay Miscible Gas Project, application for additional recovery by miscible enriched hydrocarbon gas injection.
